Why 3R exists.
Construction disputes rarely arrive as one dramatic event. They develop through small project decisions: an RFI that did not close the loop, a field condition photographed without location or context, a schedule update that was accepted but not tested, a change left unresolved, or a closeout obligation that remained open after substantial completion. 3R is a practical briefing library for recognizing those conditions while the record can still be improved.
Recognize
Identify the field condition, interface, decision, or documentation gap before the later claim narrative defines it for the project.
Risk
Test contract responsibility, schedule effect, causation, cost support, mitigation, and what the contemporaneous record can actually prove.
Resolution
Turn the analysis into a project decision: clarify scope, preserve evidence, direct corrective action, quantify exposure, or define a path to commercial closure.
What makes a 3R brief useful.
The value is not another generic checklist. Each brief is intended to connect a recognizable project condition to the records and decisions that would matter to a PM, CM, engineer, scheduler, inspector, contractor, claims professional, or counsel reviewing the issue later.
Specific field condition
What was happening, where the work sat in the sequence, and what decision the team actually faced.
Proof file
The drawings, RFIs, daily reports, photographs, schedules, quantities, directives, logs, and correspondence that would determine the outcome.
Decision lesson
What an experienced project team should do earlier, document better, or separate more clearly next time.
